SEC. 2. And be it further enacted, That the Board of Elec-
tion Supervisors of Allegany County shall cause the poll books
of Precinct No. 1 of Election District No. 8 to be so amended
and changed as to take from said Precinct No. 1 the names of
all duly registered voters living within the precinct hereby
created, and to have new poll books made for the said voters,
and to appoint clerks and judges and polling places, and to do
all things necessary and requisite to have elections held in said
Precinct No. 3 as are required under the General Laws of the
State of Maryland.

CHAPTER 5.

AN ACT to provide for the registration of voters in what is
known as "The Annex to the Southern Limits of the City
of Cumberland, " in the month of February in the year
1916.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the officers of registration appointed, or to be ap-
pointed, by the Mayor and City Council of Cumberland to con-
duct the registration of voters be held in the Council Chamber
in the month of February, in the year 1916, shall for two days
immediately after the time provided by the Charter of the City
of Cumberland for registration in said month in said year, sit
as such officers of registration at the Baltimore and Ohio Rail-
road Y. M. C. A. Building, in the City of Cumberland, for nine
hours each day, and then and there register all persons entitled
to registration in said Annex (which is that portion of the City
of Cumberland lying between the Baltimore and Ohio Railroad
and the Chesapeake and Ohio Canal) who are qualified under
the Charter of the said City to vote at the City primary and
election to be held in the month of March, 1916.

SEC. 2. And be it further enacted, That this Act is an
emergency law and necessary for the immediate safety and
proper government of the City of Cumberland, as enlarged by
Ordinance, and shall take effect from the date of its passage.
Provided, it is supported by yea and nay vote of three-fifths of
all the members elected to each of the two houses of the General
Assembly.
