especially authorized and adopted by said Building Committee,
with said warrants numbered consecutively, said orders specify-
ing to whom and for what the sum authorized therein is paid.
And the said Board of County School Commissioners are hereby
authorized and directed to pay the contractor or contractors em-
ployed by said Building Committee, in accordance with the terms
of their contract or contracts, upon the proper warrant or orders
of said Building Committee, such sum or sums of money as
shall be certified in said orders or warrants that such contractor
or contractors are entitled to in the performance of their con-
tracts. And no part of said proceeds of the sale of said bonds
shall be paid out by said Board of County School Commissioners
except on the order and warrant of the said Building Commit-
tee authorized by this Act.
SEC. 7. And be it further enacted, That this Law is hereby
declared to be an emergency law, necessary for the immediate
preservation of the public health and safety.
SEC. 8. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 289.
AN ACT to authorize and direct the Board of County School
Commissioners of Somerset County to borrow money on the
credit of said County for the purchase of a lot and the build-
ing of a school building in Mt. Vernon District of said
County, suitable for a primary and high school to take the
place of Schools Nos. One and Two in said district and to
provide for the heating and furnishing of said school and
the sale of the old school lots and buildings.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Board of County School Commissioners of
Somerset County, be and it is hereby authorized and directed
to borrow, on the endorsement of the County Commissioners of
said County (who are hereby directed and authorized to en-
dorse said bonds), to an amount not exceeding three thousand
and five hundred dollars, and to issue coupon bonds therefor,
in sum of five hundred dollars each, to be signed by the Presi-
dent of the Board of County School Commissioners and coun-
