SEC. 7, And be it enacted, That the Mayor and Council of
Grantsville be and they are hereby authorized and empowered
to negotiate, sell and dispose of the said bonds as hereinbefore
provided in Section 5 of this Act, or so many thereof as to the
Mayor and Council may be deemed necessary for the purposes
of this Act, And the said Mayor and Council are fully author-
ized to make all necessary rules and regulations, and to pass all
necessary ordinances, with penalties for their violations, and
to do all other necessary acts for the proper managing, main-
taining and repairing said water works and sewerage systems
and for the protection thereof.

SEC. 8. And be it enacted, That the funds realized from
the sale of said bonds shall be applied to the purposes of this
Act, and shall be paid by check signed by the Mayor and Pres-
ident of the Council, and the said Mayor and Council of
Grantsville are hereby authorized and empowered to pass such
orders for the payment of money due for the construction of
said water works and sewerage, or to the contractor or con-
tractors for the construction of the same, as shall, from time
to time, be due or earned by the contractor or contractors or
parties doing the work in the prosecution of said work, and
also from time to time, to pass orders for the payment of prop-
erty purchased or condemned, and for material furnished in
pursuance of the provisions of this Act, and may in its discre-
tion employ a competent hydrographical engineer to superin-
tend the work of constructing such water works and sewerage
systems.

SEC. 9. And be it enacted, That on the first Monday in
April, 1917, on date of regular municipal election to be held
in the town of Grantsville, which election shall be held in the
same manner, and under the same regulations as other munici-
pal election held in said town, there shall be placed on the
ballots at said election for the purpose of submitting the ques-
tion as to whether this Act shall take effect to the legal voters
of said town, and all ballots at said election shall have printed
on them the words, "For water and sewerage, " and the words
"Against water and sewerage, " and all voters desiring to vote
for the provisions of this Act shall mark out the words "Against
water and sewerage, " and all voters desiring to vote against
the provisions of this Act shall mark out the words "For water
and sewerage. " And if the judges of election shall decide
that a majority of the votes cast are for "water and sewerage"
then this act shall be in full force of law, otherwise of no effect.
