facilities, remote from any hospital or other institution for
the care of sick and injured; and,

WHEREAS, a proper institution should be established at some
convenient point in said section for the care of the sick and
injured; now, therefore,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the sum of Ten Thousand Dollars be and the same
is hereby appropriated for the purpose of building a hospital
to be known as the Southern Maryland Emergency Hospital at
some point in Charles County, Maryland, payable out of any
funds in the Treasury available for that purpose, at such a
time as the Board of Directors hereinafter to be provided for,
shall certify to the Treasurer of the State of Maryland that
Five Thousand Dollars has been realized either by private dona-
tion or by levy of the County Commissioners of Charles County,
or by both; the said Ten Thousand Dollars together with the
Five Thousand Dollars which may be realized by the Board of
Directors as aforesaid, shall be used for the purpose of building
and equipping the said Southern. Maryland Emergency Hospital
under the direction of the Directors hereinafter provided for,
and the same to be as far as possible maintained as an emer-
gency hospital for the use of persons, white and colored, in the
aforesaid section of the State, in need of hospital care and treat-
ment.

SEC. 2. Said hospital shall be erected upon some site in
Charles County, Maryland,, to be determined by the aforesaid
Board of Directors, and to be acquired either by donation or
by purchase by the County Commissioners of Charles County,
out of the funds herein provided for; and the said County Com-
missioners, for the purpose of acquiring said site are hereby
empowered to buy or condemn, as railroads now condemn pro-
perty in the State of Maryland, such property as they shall deem
necessary and proper, and before the said building is erected
upon said land, the said land shall be deeded to the Directors of
the said hospital hereinafter provided for.

SEC. 3. There shall be appointed by the Governor of the State
of Maryland, four Directors, two of whom shall serve for the
term of two years, and two of whom shall serve for the term of
four years, or until their successors are appointed, which said
four Directors, to be appointed as aforesaid, shall appoint three
other Directors every two years, to serve for the term of two
