character mentioned in this Act, by the County Commissioners
of Howard County or the County Road Superintendent by
appropriations or levy by said Commissioners, is hereby de-
clared to be specially benefited by such improved roads to an
extent greater than the entire amount of the special tax hereby
levied thereon; provided that said special tax shall not be levied
against any person who has heretofore either in whole or in
part contributed towards, the construction of any highway bor-
dering on his or their property, but said special tax shall be
levied against those persons whose property borders on such
highway and who have not hitherto contributed to such con-
struction, provided, however, that said tax shall be decreased as
to those persons not heretofore contributing by the amount
already paid on such construction by such persons who have
contributed. Said property so specially benefited is hereby
divided into four classes,, to be designated as "A", "B", "C"
and "D".
CLASS "A".
All property held under one or a joint undivided ownership,
adjoining or abutting upon any improved highway hereafter
constructed under the provisions of this Act.
CLASS "B",
All property held under one or a joint undivided ownership,
situate within one-quarter of a mile of improved highway, and
having access thereto by public or private road, or over other
land of the same owner, by route not exceeding one mile from
the nearest boundary or said property, at the point crossed by
said route to said highway.
CLASS "C".
All property held under one or a joint undivided ownership,
distant more than one-quarter of a mile and not more than one
mile from any improved highway, and having access thereto by
a public or private road, or over other land of the same owner,
by route not exceeding two miles from the nearest boundary of
said road (at a point crossed By said road) to said improved
highway.
CLASS "D".
All property held under one or a joint undivided ownership,
situate more than one mile and not more than two miles from
any improved highway, and having access thereto by a public
or private road, or over other land of the same owner by a route
