and directed to pay to the contractor or contractors employed
by the said building committee, in accordance with the terms of
their said contract or contracts, upon the warrant of said build-
ing committee, such sum or sums as shall be certified in such
warrant that such contractor or contractors are entitled to in
the performance of the contract or contracts and shall pay upon
the warrant of said building committee, the costs of plans and
specifications of the work proposed to be done, the salary of the
supervising architect, and such other expenses that said build-
ing committee may properly have incurred in the discharge of
their duty; and no part of said proceeds of sale of said bonds
shall be paid out by said treasurer, except on warrant of said
building committee.

CHAPTER 229.

AN ACT to add a new Section to the Baltimore City Charter,
to follow Section 42 of the revised Charter of 1915 and to
be known "as Section 42-A.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new Section be and the same is hereby added to
the Baltimore City Charter, to follow Section 42 of the re-
vised Charter of 1915 and to be known as Section 42-A, and
to read as follows:

"The City Collector is hereby authorized, as soon after the
tax bills for each year are ready as may be deemed advisable,
and thereafter whenever deemed advisable, to send the tax bill to
the respective taxpayers by mail. Any notice required, by this
Section or by any other law, to be given by the City Collector,
shall be deemed prima facie to be served if the same is deposited
in the mail (and is not returned as undelivered) under cover,
with the return address of the City Collector on the outside,
and directed to the place of residence of the person to be noti-
fied or to the address of such person as it appears by the last
published Baltimore City Directory, or, if not contained in such
Directory, then to the address of the property (if real estate)
regarding which such notice is sent, for delivery to the occupant
thereof; and the City Collector shall, for the purpose of pre-
serving a record of the service of notices by mail, note in a
book the date of placing in the mail the envelope or cover con-
taining such notice. "
