sell for cash, at public auction, to the highest bidder, on the
day and at the time and place mentioned, in said advertise-
ments, the property therein specified, unless on or before the
day of sale the entire amount of taxes for which such distraint
or levy shall have been made, with the interest thereon, and
all costs of making said distraint or levy and advertisement,
shall be paid.

Every Town Clerk and Treasurer who shall sell any per-
sonal property levied or distrained upon for taxes, after due
advertisement, as herein provided, shall retain out of the pro-
ceeds of sale the amount of taxes due from the delinquent, for
which such levy or distraint shall have been made, with the
interest thereon, and all costs incurred in making said sale,
and shall pay over the surplus, if any, to the owner of the
property so levied or distrained upon and sold. All the pro-
visions of this section in reference to the sale of real property
which may be applicable to the sale of personal property shall
be in force as to said personal property.

Finances.

Section 20. And be it further enacted, That the Mayor and
Common Council shall not in any one year expend for gen-
eral purposes of the town more money than the amount receiv-
able from taxes and the amounts they shall have received from
the road authorities of Prince George's County, or from any
other source, and no contract for such excessive expenditure
shall be enforcible against them. Nothing in this section shall
be construed to prevent. the Mayor and Common Council from
making any agreements or contracts for any special purposes
to be payable out of the funds to be thereafter derived from
special sources for such special purposes.

Recall of Elective Officers.

Section 21. And be it further enacted, That the holder of
any elective office created herein may be removed at any time
by the registered voters of said town qualified to vote for his
successor by the use of the following procedure: A petition
signed by not less than 50 per cent, of the voters entitled to
vote for a successor to the officer sought to be removed, setting
forth that the officer in question has failed to perform the
duties of his office in a manner desired by the petitioners, and
specifying the instances of such failure, and demanding an
election for the purpose of selecting a successor, shall be filed
