term, shall preside at their meetings and shall have the right
to discuss and vote upon any question coming before the
Council. He shall have no power to veto, but every ordinance
passed by the Council must be signed either by the Mayor and
two Councilmen, or by three Councilmen, before the same shall
become effective and enforcible.

The Mayor shall be the executive officer of the Mayor and
Common Council of Mount Rainier clothed with all the power
necessary to secure the enforcement of all ordinances and reso-
lutions passed under the provisions of this or any other act.
He shall have power to call special meetings of the Common
Council upon one day's notice whenever in his opinion the
public good may require it. He shall appoint with the advice
and consent of the Common Council all officers and employes
of said town, except those whose appointment is otherwise
provided for by this Act, and in times of public danger, when
it is impossible to convene the Common Council, he shall have
power to appoint officers of the peace for said town charged
with the duty of obtaining the peace and order thereof, and
authorized to make the necessary arrests in so doing.

Powers of Common Council.

Section 15. And be it further enacted, That the Council-
men elected hereunder shall qualify upon the next Monday
night succeeding their election by taking the same oath as that
required of the Mayor, before any officer of the State of Mary-
land duly authorized to take an affidavit.

The Common Council shall hold regular meetings at such
times as they may fix, which shall be at least once a month,
which meetings shall be open to the public, and they shall hold
such special meetings as may be necessary to the proper per-
formance of their official duties. In case of the absence or
the inability of the Mayor to preside at any meeting, the Coun-
cilmen may elect a Chairman pro tem. Three members of
the Council may at any time call a special meeting upon one
day's notice. At any meeting of the Common Council, three
Councilmen or two Councilmen and the Mayor shall constitute
a quorum for the transaction of business. No ordinance shall
be passed by the Council except at a regular public meeting,
and three affirmative votes shall be necessary for the passage
of any ordinance, resolution or order.

Upon every vote upon an ordinance or upon any order for
the payment of money, the yeas and nays shall be called and
