Section 105K. And be it further enacted, That it shall be
the duty of the auditor, as now provided by law to audit the
accounts of the county treasurer and clerk to the Board of
County Commissioners, in addition to the duties now imposed
upon him, to audit all of the accounts in detail and particu-
larly those in reference to each estimate and the said emer-
gency fund, and he shall make two reports to the Circuit
Court for Dorchester County during each year, one just be-
fore the convening of the November Term of the Grand In-
quest for Dorchester County, and the other just before the
convening of the April Term of the said Grand Inquest, and
he shall call attention to any diversion of funds such as is
herein prohibited, or the borrowing of any money as is herein
prohibited, and it shall be the duty of the Circuit Court to
communicate to the Grand Inquest, aforesaid, any such viola-
tions of this Act. And the said auditor shall at the close of
each fiscal year file in the office of the County Treasurer a
report for the entire year showing all resources and all ex-
penditures that have been made, and the said report shall be
printed by the County Commissioners and sufficient copies
thereof placed in the office of the County Treasurer that any
taxpayer may procure one.
Section 105L. And be it further enacted, That any wilful
disregard, breach, evasion, violation or failure to discharge
any of the duties herein imposed upon any member of the
Board of County Commissioners, or Board of Estimates, or
on the part of the members or member of any other Board, or
by or upon the part of any official shall be a misdemeanor,
and upon indictment for and conviction of such offense in the
Circuit Court for Dorchester County, he shall be fined not
more than one thousand dollars or imprisoned in the county
jail for not more than one year, or be both fined and im-
prisoned in the discretion of the Court.
SEC. 2. And be it further enacted, That all acts hereto-
fore passed and which are inconsistent with the provisions
hereof, such prior act or acts are hereby repealed so far as
they conflict with the provisions hereof.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law, necessary for the immediate
preservation of the public health and safety.
SEC. 4. And be it further enacted, That this Act shall
take effect from the date of its passage.
