352. LAWS OF MARYLAND. [CH. 192

SEC. 4. And be it enacted, That for the purpose of raising
the necessary money for purchasing said site and for building
said school building and furnishing the same, and providing
the heating apparatus therefor, and for all proper purposes
incidental thereto, the County Commissioners of Caroline
County, upon the written demand of the building committee
provided for in this Act, transmitted to the said County Com-
missioners through the said School Commissioners of said
County, are hereby authorized, empowered and directed, with-
in thirty days from the receipt of such demand, or as soon
thereafter as possible, to borrow on three promissory notes of
the said County Commissioners of Caroline County the sum
of fifteen thousand dollars, or so much thereof as may be called
for by the said written demand, to be applied in the manner
hereinafter directed, each of which notes shall be for the sum
of five thousand dollars, and, payable, respectively, one, two
and three years after date, with interest thereon at a rate not
exceeding six per centum per annum.

SEC. 5. And be it enacted, That the said County Commis-
sioners of Caroline County, be, and they are hereby, empow-
ered and directed to levy a tax on the assessable property of
Caroline County sufficient to pay the notes and interest when
they respectively become due and payable.

SEC. 6. And be it enacted, That the money arising from
the notes hereinafter authorized shall be paid to the School
Treasurer of said County, and the funds so realized from the
said notes shall be applied to the purposes set forth in this Act,
and to no other purpose whatsoever, and shall be paid by the
said School Treasurer upon the order of said building commit-
tee from a warrant book especially authorized by said commit-
tee, with the said warrants numbered consecutively, and the
said Treasurer is hereby authorized and directed to pay the
contractor or contractors employed by said building committee
in accordance with the terms of their said contract, upon the
warrant of the said building committee, with such sum or
sums of money as shall be certified in said warrants, that such
contractor or contractors are entitled to in the performance of
the contract, and shall pay upon the warrant of said building
committee the cost of plans and specifications of the work pro-
posed to be done, the salary or commission of the supervising
architect, and such other expenses as said building committee
may properly have incurred in the discharge of its duty, and
