CHAPTER 183.

AN ACT to authorize the County Commissioners of Cecil
County to appropriate money for the construction and main-
tenance of the Maternity Department of the Union Hospi-
tal of Cecil County.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the County Commissioners of Cecil County be
and they axe hereby authorized and empowered to appropriate
such a sum of money, not exceeding One Thousand Dollars, as
in the discretion of said Commissioners or a majority of them
may seem proper for the construction of a Maternity Depart-
ment of the Union Hospital of Cecil County; and said County
Commissioners of Cecil County are hereby authorized to levy
annually by taxation for such sums as may be appropriated by
them under the provisions of this Act in annual levies for taxa-
tion in Cecil County.

SEC. 2. And be it enacted, That this act shall take effect
from the first day of June, 1916.

Approved April 4th, 1916.

CHAPTER 134.

AN ACT to repeal and re-enact with amendments Section 40A
of Article o of the Public Local Laws of Maryland, title

"Baltimore County, " sub-title "Circuit Court, " as amended
by Chapter 817 of the Acts of 1914, and Section 41A of
said Article as amended by Chapter 385 of the Acts of
1912.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 40A of Article 3 of the Public Local
Laws of Maryland, as amended by Chapter 817 of the Acts of
1914, and Section 41A of said Article as amended by Chapter
385 of the Acts of 1912, be and the same is hereby repealed
and re-enacted with amendments so as to read as follows, to
wit:

Section 40A. If judgment be entered against any de-
fendant for failure to appear and plead or failure to file
a sufficient plea, affidavit or certificate of counsel under
the provisions of Sections 39 and 40, the Court in which
