said bonds as they shall mature and the said County Commis-
sioners are hereby forbidden to apply any portion of the taxes
so levied for any other purpose or purposes.
SEC. 4. And be it enacted, That W. B. Davis, Wm. H.
Deshane, I. G. Griffith, Wm. D. Bradford, Albert Constable,
C. B. Finley, Jr., Jno. E. Gonce, Frank B. Evans, Wm. H.
Mackall, H. H. Mackay, W. J. Haines, A. Anderson, Edw.
C. Wilson, Wm. M. Pogue, I. Wayne Reynolds, Jno. A. Hart-
enstine, David R. Armstrong, Dr. George Gillespie, Lewis T.
Logan, Thos. H. Warburton., and Jno. B. Fassitt, be, and they
are hereby appointed a Commission to secure in such manner
as they shall think proper and approve plans and specifications,
award contracts for and superintend the reconstruction or re-
building of the said Court House, and also to attend to the
proper furnishing and fitting of the same out of the funds here-
by provided, and the said County Commissioners are hereby di-
rected and required, authorized and empowered to pay for the
same upon the requisition of said Commission out of said
funds; and the said Commission is to have full charge, con-
trol, management and direction of said reconstruction or re-
building and furnishing and all the contracts, plans and speci-
fications therefor; and upon the awarding by said Commission
of said contracts for the preparation of said plans and specifica-
tions or construction of said Court House and the furnishing
and fitting of the same and all sewerage and other work to be
done in connection therewith the said contracts shall be exe-
cuted by said County. Commissioners upon the award of said
Commission and when and as requested by said Commission
in writing so to do, and said County Commissioners shall pay
the contractor or contractors thereunder such sums as may be-
come due under said contracts respectively upon the written
requisition of said Commission; and the said Commission for
all services rendered under this Act shall receive no compensa-
tion, and neither said Commission nor any individual member
thereof shall have any interest in any of said contracts and all
vacancies that may occur in said Commission shall be filled
by the remaining members thereof and the majority of the
members of said Commission shall constitute a quorum for
the transaction of business.
SEC. 5. And be it enacted, That the said County Commis-
sioners be and they are hereby authorized, empowered, directed
and required immediately after the passage of this Act to pro-
vide suitable and proper temporary offices and rooms for said
