EMERSON C. HARRINGTON, GOVERNOR. 33

1906, Chapter 401, and any amendments or additions thereto.
Said stock shall be sold by the Commissioners of Finance of
Baltimore City at the best price obtainable, in their judgment,
therefor. The money realized from the sale of said stock shall
be turned over to the Comptroller, to be by him deposited with
the City Register and placed to the credit of the new paving
fund provided for in the Act of 1906, Chapter 401, and amend-
ments thereto, and in the Act of 1912, Chapter 688. The
proceeds of the sale of said stock shall be appropriated in the
Ordinance of Estimates and used by the Paving Commission
in all respects as provided in said Act of 1906, Chapter 401,
and amendments thereto. The said city may make said stock
payable at certain stipulated times:, the amount of such stock
and time of payment to be so arranged that the proceeds of
the said special paving tax will be sufficient to pay the prin-
cipal of said stock at maturity and also sufficient to pay the
interest on such stock between the time of issuance and the
time of the maturity thereof. It shall be the duty of the
Chairman of the Paving Commission to prepare proper vouch-
ers, from time to time, upon the Comptroller, to be paid out
of said new paving fund, for the amount of principal and
interest due upon any notes which may be given or stock which
may be issued in pursuance of this Act. And it shall be the
duty of the Comptroller and of the City Register to pay said
vouchers and charge same to said new paving fund. Provided,
however, that no indebtedness shall be incurred in pursuance
of this Act unless the same shall be authorized by ordinance
of the Mayor and City Council of Baltimore providing for the
giving of said notes or the issuance of said stock, as herein-
above provided, and unless and until such ordinance shall be
submitted to the legal voters of the City of Baltimore, at such
time and place as may be fixed by said ordinance, and be ap-
proved by a majority of the votes cast at such time and place,
as required by Section 7 of Article 11 of the Constitution of
Maryland.

Approved, March 17th, 1916.
