B. Provisions for limited periods of training for such men
as non-commissioned or commissioned officers in the Militia of
this State.
C. Organization of said Military Reserve and methods by
which it might be mustered as active militia in case of need.
D. The cost to the State of any plan recommended by the
Board or Commission.
The Board or Commission is authorized, in its discretion, to
consider any related matter whether or not the same is particu-
larly mentioned in this Act. The members of the Board or
Commission shall serve without pay, and the Board or Com-
mission shall report to the present General Assembly, if pos-
sible, with such recommendations for legislation as the Board or
Commission may deem advisable within thirty days after its
appointment.

CHAPTER 25.
AN ACT to authorize the Mayor and City Council of Balti-
more to anticipate the revenue to be derived from the special
paving tax provided by the Act of 1912, Chapter 688, by
borrowing money, to be repaid from the proceeds of said
tax.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That, in order to provide the Paving Commission of Bal-
timore City with the funds necessary for the prompt
ance and completion of the work of putting mod[]
throughout the city, as authorized by the Act of
401, the Mayor and City Council of Baltimore
authorized to anticipate the revenue which
the Act of 1912, Chapter 688, and which
devoted to the work of said Paving Commission
of 1906, Chapter 401, and any amendment
that purpose the said Mayor and City Council
hereby authorized to borrow, upon notes
