countersigned by the Chairman of said Committee, or some
member thereof acting as Chairman; said acting Chairman
shall be duly authorized to act by resolution of said committee
which must be first placed upon the minutes of the committee.

CHAPTER 23.
AN ACT authorizing the appointment of a Special Board or
Commission to report upon the practicability of providing
Military Education and of creating a Military Reserve.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a commission of nine, consisting of the Adjutant
General and two officers of the Militia, of three persons, mem-
bers of Veteran Organizations, and of three persons not mem-
bers of the Militia or of Veteran Organizations, all to be ap-
pointed by the Governor within two weeks after the passage
of this Act, shall constitute a Board or Commission to inquire
into and report upon the following matters:
(1) The practicability of providing military education for
boys between the ages of fourteen and twenty-one years for the
purpose of securing a proper military training and discipline
for the youths of this State and improving their physical, moral
and mental qualities and for providing for the State an adequate
basis for a citizen soldiery.
(2) The practicability of providing military training for
youths in the public schools.
(3) The advisability of requiring of all male persons owing
allegiance to the State of Maryland and physically fit for Mili-
tary Service, or of certain classes or categories of such persons,
a limited period of such service, through enrolment in the
organized militia forces of this State.
(4) The practicability of creating a Military Reserve in this
State, including:
A. The keeping of records by the State authorities of all ex-
enlisted soldiers, sailors and marines who were or may be en-
gaged in the Military or Naval service of the United States,
having been discharged therefrom and who reside in Maryland,
and of all honorably discharged members of the Militia, with
their names and addresses and such other information as may
be obtainable by the Adjutant General.
