succeeding morning, when he shall be taken before a Justice
of the Peace and dealt with according to the nature of the
offense; provided that such person so arrested may deposit
with the Bailiff a sum of money or other security to cover any
fine that may be assessed against him for the violation of any
ordinance, resolution or regulation.
To prohibit or restrain the running at large of any dogs or
other animals and to provide for the enforcement thereof,
provided that in the case of dogs, such prohibition shall not
continue for more than ninety days consecutively, and to make
such regulations for impounding, and to impose such fines or
penalties in relation to the same as to them may seem neces-
sary and proper.
And shall have power to pass ordinances, resolutions or regu-
lations to require any and all things to be done which will pro-
mote the welfare, good government and prosperity, or of any
nature which, in their judgment, affect the health, order or
morals of the town, and to forbid whatever will oppress or
injure them in their persons and property.
SEC. 2. And be it further enacted, That this Act shall take
effect on the first day of June, nineteen hundred and sixteen.

CHAPTER 172.
AN ACT to repeal and re-enact with amendments Chapter 566
of the Acts of 1914, entitled "An Act to create a special
taxing area or district and to be known as Section 3 of the
Village of Chevy Chase, Montgomery County, Maryland, "
for the incorporation, election and succession of a Citizens'
Committee, who shall appoint a secretary-treasurer and
other necessary officers; also directing the Board of County
Commissioners of Montgomery County, Maryland, to pay
over to the secretary-treasurer of said Citizens' Committee
for disbursement for improving, maintaining, and repair-
ing county roads, streets and lanes, the money collected on
account of the county road tax in the same amount and
manner as is now required bylaw to be paid to incorporated
towns in said county; also empowering the said Citizens'
Committee, subject to the approval of the said Board of
County Commissioners, to assess the cost of certain special
