provided in this section, shall be payable to the County Treas-
urer as follows: In four equal semi-annual instalments, the
first instalment thereof to become due and payable within six.
months after the levy of said special tax as above provided, and
each of the other said instalments within six months after the
preceding one shall have become due; each instalment of said
tax shall become a lien against said abutting property and shall
bear interest from the date of levy thereof at the rate of six
per centum per annum until paid; or said tax may be paid in
full without interest during the first instalment period, and
if any of said instalments thereof be not paid within thirty days
after same shall have become due, the entire amount of said tax
assessed to the person or persons or corporation in default, with
interest, shall thereupon become due and payable, and may bo
collected in the same manner provided in the act for the collec-
tion of unpaid taxes. And all moneys so received by said
County Treasurer shall, upon order of said Board of County
Commissioners, be paid over to said Treasurer of said Village
of Drummond, and the said Drummond Citizens' Committee
shall become charged with the duty of paving, grading, macad-
amizing or otherwise improving said streets, roads, lanes or
sidewalks within said, village; provided, that before any con-
tract for work shall be entered into, or any obligation with
respect thereto incurred, notice shall be served upon the owners
and others of record interest in said abutting property; or, in
the case of non-residents, mailed to their last known postoffice
address, giving notice of the time and place upon which a
hearing upon said proposed work will be held, such hearing to
be had before said Drummond Citizens' Committee, who shall
decide the matters properly before them. Any party affected
by the final decision of said Drummond Citizens' Committee,
made after such hearing, shall have the right of appeal there-
from within ten days to the Circuit Court of Montgomery
County; and provided further, that upon the petition of two-
thirds of the resident property owners residing upon any
streets, roads or lanes, for the grading, paving, macadamizing
or other improvement of such streets, roads or lanes, under the
provisions of this section, it shall be the duty of the said
Drummond Citizens' Committee to make the assessments
against the abutting property owners to provide the funds for
the necessary work or construction to be done, in accordance
with the provisions hereinbefore set forth.
