CHAPTER 134.
AN ACT to add five additional sections to Article 1 of the
Code of Public Local Laws, titled "Allegany County, " sub-
title "County Commissioners and Roads, " to be known as
Section 216U, 216U-1, 216U-2, 216U-3, 216U-4, to provide
for the regulation of the hours of work for all laborers,
workmen or mechanics employed by the Road Directors for
Allegany County, on the public roads of Allegany County,
under the control and jurisdiction of the said Road Direc-
tors of Allegany County; to further provide that a certain
rate of per diem wages be paid to laborers, workmen and
mechanics employed upon said roads; to provide that per-
sons employed by contractors engaged in work for the Road
Directors of Allegany County shall be considered employees
of said Road Directors of Allegany County; to provide -pen-
alties for the violation of the provisions of this Act and to
provide that no laborers, workmen or mechanics, employed
directly by the Road Directors of Allegany County, shall
be paid less than Two Dollars ($2. 00) per diem.
Section 216U. Be it enacted by the General Assembly of
Maryland, That five additional Sections, to be known as 216U,
216U-1, 216U-2, 216U-3, 216U-4, of Article 1, of the Code of
Public Local Laws, titled "Allegany County, " sub-title "Coun-
ty Commissioners and Roads, " be added to said Article, said
Sections fixing the minimum rate of wages for laborers em-
ployed by the Road Directors for Allegany County at Two Dol-
lars ($2. 00) per diem, and to further provide that persons em-
ployed by Contractors engaged in work for the Road Directors
of Allegany County, shall be considered employees of said Road
Directors and to provide penalties for the violation of this Act.
Section 216U-1. Be it enacted, That nine hours shall con-
stitute a day's work for all laborers, workmen and mechanics
who may be employed by or on behalf of the Road Directors
for Allegany County, except in cases of extraordinary emer-
gency which may arise in cases where it may be necessary to
work more than nine hours per calendar day for the protection
of property or human life; provided that in all such cases the
laborer, workman or mechanic so employed and working to ex-
ceed nine hours per calendar day shall be paid on the basis of
nine hours constituting a day's work; provided further, that
the rate of per diem wages paid to laborers, workmen and me-
chanics employed directly by the Road Directors for Allegany
County shall not be less than two dollars per diem; provided
