tively, and from time to time, in its discretion, to repeal, alter
or amend such by-laws, or any of them.
All members of said corporation, and all persons hereafter
becoming members, shall be subject to the operation and effect
of such by-laws as may be adopted in pursuance of this Act
SEC. 3. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 131.
AN ACT to add an additional Section to Article 1 of the Code
of Public Local Laws of Maryland, entitled "Allegany
County, " sub-title "-Cumberland, " to follow Section 80 and
be known as Section 80-A, and to repeal all Acts and parts
of Acts inconsistent therewith, said section to provide the
right of appeal to the Circuit Court for Allegany County
from any decision or judgment in any case rendered by the
Police Magistrate of the City of Cumberland.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That an additional section be added to Article 1 of
the Code of Public Local Laws of Maryland, to be known as
Section 80A, and to read as follows:
SEC. 80A. And be it enacted, That any one shall have the
right to appeal to the Circuit Court for Allegany County, from
any decision or judgment of the Police Magistrate of the City
of Cumberland, in any case or trial for the violation of any
of the laws or ordinances of the said City of Cumberland.

CHAPTER 132.
AN ACT to authorize the Mayor and City Council of Cumber-
land to issue Bonds to the amount of One Hundred Thou-
sand Dollars ($100, 000) to pay off the five per cent, fund-
ing Bonds of that amount of the said City issued pursuant
to Chapter 318 of the Acts of the General Assembly of
Maryland of 1908, and to provide a sinking fund for the
redemption of said Bonds.
