gage, and forthwith to surrender and deliver the same to the
Treasurer or to reassign to the State said annuity and mort-
gage, so that the said annuity and mortgage may be free, clear
and discharged from any and all claims of any and every kind
of such banking institution or trust company, or any one claim-
ing under it or on its behalf, to the end that the said annuity
and mortgage may be held by the State in every respect as if
the aforesaid assignment thereof had never been made and the
lien, hereby authorized had never been created.

SEC. 5. And be it further enacted, That this Act shall not
be construed to create any debt by the State of Maryland, but
the only claim of any such banking institution or trust com-
pany shall be against the said annuity and mortgage as afore-
said.

SEC. 6. And be it further enacted, That any action or thing
that may be done by the Treasurer of the State in conformity
with the provisions of this Act prior to the first day of June,
1916, be and the same hereby is ratified and confirmed.

SEC. 7. And be it further enacted, That in case any section,
or any provision of this Act shall be questioned in any Court
and shall be held unconstitutional or invalid, the same shall
not be held to affect any other section or provision of this Act.

SEC. 8. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and the
same being passed upon a yea and nay vote supported by three-
fifths of all the members elected to each of the two houses of
the General Assembly, shall take effect upon the date of its
passage.

CHAPTER 128.

AN ACT to regulate the catching of fur bearing animals within
the limits of Frederick County, Maryland; and to provide
penalties for the violation thereof..

SECTION 1. Be it enacted by the General Assembly of
Maryland, That it shall be unlawful for any person or persons
to catch, trap or trap for, gun or gun for any fur bearing ani-
