Special Levy"; and the ballot shall be so arranged as to give
the voter a clear and single method of casting his vote either
for or against the proposed levy according to the election laws
in force in Chesapeake City. At the close of said polls the
judges of election shall count the ballots which have been cast
and shall ascertain the number of votes cast "for the special
levy" and the number of votes cast "against the special levy"
and. make out under their hands and attested by the clerks of
election, returns of votes cast for and against said special levy
as appearing. on said ballot, to the President and Commis-
sioners of Chesapeake City. Each of said judges and clerks
of election shall, before proceeding to act as such, make oath
or affirm in due form of law before any Justice of the Peace
of Cecil County, that he will faithfully conduct said election
and protect it to the best of his ability against all frauds and
unfairness, and any violation of said oath shall be deemed a
misdemeanor and shall on conviction thereof, subject the of-
fender to a fine of not less than One Hundred ($100. 00) Dol-
lars or more than Five Hundred ($500. 00) Dollars or to im-
prisonment for not more than three months in the Cecil County
jail. Said election shall be held in accordance with the pro-
visions of the Code of Public General Laws of Maryland relat-
ing to general elections in this State so far as the same are
applicable and not inconsistent with the provisions of this Act;
the judges and clerks of election shall, during the continuance of
the election so to be held by them and until the ballots are
counted, be Conservators of the Peace and shall have the power
and authority to commit offenders for any breach of the peace,
in the same manner as a Justice of the Peace might do under
existing laws of the State of Maryland. The expenses of said
election including compensation for the judges and clerks of
election at the rates allowed similar officials at municipal elec-
tions, shall be paid by the President and Commissioners of
Chesapeake City who are authorized to levy a tax upon the
assessable property in Chesapeake City for such sums as may
be necessary to pay said expenses.

SEC. 3. And be it further enacted, That if the voters of
Chesapeake City voting on the question shall by a majority
vote at the election aforesaid, declare in favor of the special
levy as provided in this Act, then the Treasurer of the town
of Chesapeake City shall pay over to the Treasurer of the said
Fire Company the amount of money arising from the levy of
three cents on each one hundred dollars of assessable property
