Motor-Cycle Deputies.
137. It shall be the duty of the Commissioner of
Motor Vehicles to employ, with the consent and approval of
the Governor, and within the appropriation hereinafter pro-
vided for, such number of deputies equipped with motor-cy-
cles, as in the opinion of the Commissioner of Motor Vehicles,
may be necessary to enforce the provisions of the motor vehicle
and traffic laws throughout the entire State, said Commissioner
to have authority to discharge or dismiss said deputies in his
discretion, with or without other cause than may appear to
him sufficient. And whenever it shall happen that any city,
town, village or community of citizens shall make to said
Commissioner a complaint in writing that said motor vehicle or
traffic laws or any of them are being habitually or generally
violated in any such locality, it shall be the duty of said Com-
missioner forthwith to assign and maintain at such locality such
number of said motor-cycle deputies as in his opinion may
be necessary to enforce said laws, and in all such cases said
deputies shall have power to make summary arrests without
warrant and cause the offenders to be brought to trial as in
this sub-title provided. The aggregate expenditures of the
Commissioner of Motor Vehicles under the provisions of this
section shall not exceed $5, 000 per year, and shall be regarded
as an expense of his department, to be accounted for as in this
sub-title provided in the case of other expenses of his office.
Pamphlets, Statements.
138. It shall be the duty of said Commissioner of Motor
Vehicles to publish in pamphlet form the first week in each
and every calendar month, a complete list of all certificates of
registration of motor vehicles issued during the previous month
together with the registration numbers assigned, the names and
horse power of such motor vehicle, and any other information
he may deem to be of public interest. In the same pamphlet
shall also be published the aggregate amount of money received
by said Commissioner from; all sources during the previous
month, together with a statement of his disbursements during
the same period, and a summary of his receipts and disburse-
ments from the beginning of the fiscal year. Copies of such
pamphlets shall be furnished free of charge to such public
officials of the State as may apply in writing for the same. He
shall also furnish copies of such pamphlets to all other persons
