fourteen oyster condemnation cases, under Section 96-C of
Article 72 of the Annotated Code of Public General Laws of
Maryland, at the January, 1915, Term of the Circuit Court for
Calvert County, the sum of seven hundred, eighty-three dollars
and fifty-five cents; for counsel fee to W. Thomas Kemp, Es-
quire, for assisting the State's Attorney, under order of the said
Circuit Court for Calvert County with the approval of the
Governor and the Attorney General, the sum of two hundred,
fifty dollars.
To Springfield State Hospital, for the purchase in fee simple
of the farm of E. Frank Ely and Nannie F. Ely, his wife, adja-
cent to the said Hospital in Carroll County, upon the release
and settlement, in such form as may be satisfactory to the
Attorney General, of all suits and claims for damaged or other-
wise, which the said E. Frank Ely and Nannie F. Ely, his wife,
have or might have against -the said Hospital, or the managers
or superintendent, or any State Officials or the State, the sum
of sixteen thousand, five hundred dollars.
PUBLIC DEBT.
For the payment of the interest on the public debt of the
State one million and seventy-five thousand dollars, or so much
thereof as may be necessary.
SEC. 2. And be it further enacted, That the sums of money
hereby appropriated are hereby declared to be in lieu of any
and all annual or continuing appropriations heretofore re-
ceived by any hereinbefore mentioned person, persons, body
corporate, institutions, State, County, or City Boards, com-
missions, bureaus, departments, officers, officials or employes,
in accordance with the provisions of any laws, acts or resolu-
tions, or parts thereof, heretofore at any time passed or enacted
by any General Assembly of the State of Maryland, whereby
any appropriation or appropriations have been made payable,
in whole or in part, out of the funds of the general treasury of
the State.
SEC. 3. And be it further enacted, That the Treasurer of
the State, upon the warrant of the Comptroller, shall disburse
the said sum or sums of money herein appropriated for the
objects and purposes herein specified to or upon the order of
the person or persons, or body politic or corporate, entitled
to receive the same; provided, however, that all of the appro-
priations aforesaid to State Charitable and Educational Insti-
tutions shall be paid in equal quarterly installments.
Approved May 4, 1916, with the exception of the several
items disapproved, and with the exception of the portions of
the respective amounts of the several items disapproved, as
