SCHOOLS.

452. The board of county school commissioners shall not
expend for school purposes, or for any other purpose, a greater
sum of money in any one year than shall be annually levied
for school purposes, by the county commissioners, in addition
to the amount annually received by the said school commis-
sioners from the treasurer of the State; and they shall not
borrow any sum of money in any one year in excess of their
actual receipts and incomes for such year, as provided by
law; and it shall not be lawful for said county school commis-
sioners to contract or pay any debt in excess of the annual
revenue provided by law for school purposes; nor shall the
county commissioners assume or pay any debt or any portion
thereof contracted in violation of the provisions of this section.

SHERIFF.

453. The Sheriff shall not be entitled to receive more than
fifty cents per day for keeping and boarding each prisoner
confined in the County Jail; and the County Commissioners
shall make quarterly settlements with him upon the presenta-
tion of his account for the same with proper vouchers.

454. He shall be entitled to receive from the county commis-
sioners, to be levied annually by them, the sum of two dollars
and a half a day for each day he shall attend the Circuit Court
for said county whilst in session, either in person or by deputy,
and such compensation for the service of any bench warrant
or attachment for contempt issued by said court as said court
may deem reasonable; he shall also receive the sum of fifteen
dollars for carrying and conveying each person under sentence
to the State penitentiary or house of correction, or to or from
the jails of any of the counties of this State, and the jails or
station-houses of the City of Baltimore, or to or from any
other place of confinement under the sentence or final order
of any authorized judicial authority, the sum of fifteen dol-
lars when the distance of transportation is forty miles or
under, and for a greater distance twenty dollars and no more,
unless the county commissioners shall be satisfied that extra-
ordinary care and caution had to be exercised, accompanied
with danger, trouble and expense; and said sheriff shall not
be allowed a fee for empanelling a jury, except in cases where
he is by law required to swear and empanel them.

455. It shall be the duty of the sheriff to employ a compe-
tent physician to attend the inmates of the county jail when-
