County for the use of said county, and one-half of said fines
shall be paid to the School Commissioners of said County, for
the use of the public schools under their control.
Section 387. Whenever the word "person" is used in any
of said Sections of this sub-title of this article, it shall be con-
strued to embrace natural or artificial persons, partnerships,
bodies politic, or corporate clubs, associations of any descrip-
tion, and any or all persons or entities who can or might obtain
license under said Sections, or who can or might be prohibited
from selling without compliance with their provisions; and
said Sections shall be construed liberally to accomplish their
purposes and prevent the mischiefs occasioned by their in-
fringement.
Section 388. The Mayor and City Council of Havre de
Grace are hereby authorized and empowered to contribute to
the cost of erecting an addition to the public school building in
the city of Havre de Grace to properly accommodate the white
school children in said city a sum of money not exceeding
thirty-five hundred dollars, in accordance with an agreement
entered into by said Mayor and City Council and the County
School Commissioners of Harford County.
Section 389. For the purpose of raising the amount neces-
sary for said contribution, and to repair the public streets in
said city, the Mayor and City Council are hereby authorized
and empowered to borrow on the faith and credit of said city
an amount not exceeding the sum of five thousand dollars, and
to issue bonds therefor, under the seal of said city, in sums
of five hundred dollars, numbered from one to ten, inclusive,
to be signed by the Mayor and countersigned by the Treas-
urer of said city; said bonds are to bear interest at the rate of
five per centum per annum, payable semi-annually at the Citi-
zens' National Bank of Havre de Grace, or at such other place
as the Mayor and City Council shall designate, on the first
day of August and February in each year until the principal
is paid or called in, and said bonds shall be exempt from
county and municipal taxation, and shall have printed on them
a distinct reference to this Act authorizing the issue thereof;
the said bonds shall be issued to mature not earlier than the
first day of August, 1936, and shall not be sold for less than
their par or face value.
Section 390. After the expiration of ten years from the
issue of said bonds, the Mayor and City Council may from
time to time redeem them or any part of them, and if they
