Commissioners shall have full power to fill such vacancy or
vacancies.
215. Said Commissioners shall receive no compensation for
their services whilst engaged in contracting for and superin
tending the construction and furnishing said building, their
actual expenses, however, shall be allowed. The said treasurer
to receive such compensation as the said Commissioners ap-
pointed by this Act shall consider proper and right.
216. The County Commissioners of Harford County are
hereby authorized and required, upon the requisition of the
said Board of Commissioners appointed by this Act signed by
them or a majority of them, to issue from time to time bonds
of said county to an amount not exceeding twenty-five thousand
dollars in sums of not less than one hundred dollars, bearing
interest at a rate not exceeding five per centum per annum,
and redeemable and payable at such times and in such manner
not exceeding ten years from the date of issue as the said
County Commissioners may determine, which said bonds shall
be delivered to the said Board of Commissioners appointed by
this Act and are to be by them negotiated upon such terms
and conditions as to them may seem reasonable, the proceeds
and avails thereof to be used in payment for the building of
said addition and the furnishing as aforesaid, and of the
money which they may have borrowed temporarily for that
purpose, that the interest on said bonds shall be paid semi-
annually and that the bonds aforesaid shall be exempt from
taxation.
217. It shall be the duty of the Commissioners appointed
by this Act, whenever and as often as they shall be required by
the County Commissioners of Harford County, to render an
account of their expenditures and make a full report to said
County Commissioners of all their proceedings with premises.
218. Upon the completion of said addition and furnished,
the Board of County Commissioners shall appoint a Committee
consisting of the President of the Board of County Commis-
sioners, the Clerk of the Circuit Court for Harford County
and the Register of Wills of Harford County, who shall receive
no compensation for their services, and it shall be their duty
to keep said Court House and offices therein and the grounds
surrounding the same neat and in order, and the expenses for
doing same shall be paid by the County Commissioners of
Harford County.
