cent, per annum, any sum or sums of money that may be from
time to time required and found necessary for the construction
of said addition and to furnishing said Court House and addi-
tion when completed.
211. The County Commissioners of Harford County are
hereby authorized and required to levy annually upon the as-
sessable property of Harford County such sum or sums of
money as they in their judgment may deem best, not exceeding
the sum of six thousand dollars nor less than three thousand
dollars in any one year, or until the whole sum which the said
Commission hereby created or a majority of them may require
for the construction of said addition and furnishing together
with interest thereon shall have been levied and collected.
212. All levies imposed or authorized by this Act shall be
levied and imposed in the name of the said Board of Com-
missioners appointed by this Act and payable only to their
order or the order of a majority of them,
213. The said Commissioners appointed by this Act shall
appoint one of their own number as treasurer who shall have in
charge all moneys borrowed as herein provided and who shall
pay out and disburse the same upon the orders of a majority
of said Commissioners and keep a full and perfect account of
all money received and disbursed by him with the vouchers
therefor, which he shall regularly render and exhibit to the
said Commissioners at such time and in such manner as they
or a majority of them may require, and shall faithfully account
for all money received by him as treasurer as aforesaid, and
the person so appointed as treasurer before he acts as such
shall give bond with surety to be approved by said Commission-
ers in the sum of twenty-five thousand dollars conditioned for
the faithful execution of the trust reposed in him, which bond
shall be filed in the office of the Clerk of the Circuit Court for
Harford County and recorded among the public records of
Harford County, a certified copy of which shall be received as
evidence in any court of law or equity in this State; and the
said Board of Commissioners appointed by this Act shall have
power to fill any vacancy occurring by death, resignation or
refusal to act or other disqualification of the person so ap-
pointed as treasurer, and the person appointed to fill such
vacancy shall give bond as hereinbefore required.
214. In case of the death, resignation or refusal to act of
either of said Commissioners appointed by this Act, the other
