118. All fines and forfeitures under the ordinances of
said corporation shall be recoverable before a justice of the
peace, as small debts are recovered.

119. The sheriff shall receive and safe keep in the jail of
the County all persons who shall be committed thereto by any
justice of the peace of said county, for violation of any of the
ordinances of the commissioners of said town, or for the non-
payment of any fine or forfeiture which may be imposed by
any justice of the peace of said county for the violation of
said ordinances, according to the tenor of said commitment,
until discharged by due course of law, or by payment of the
fine, forfeiture and costs.

120. The commissioners shall annually appoint an active
and discreet person to act as bailiff within the corporate limits
of said town, who before he proceeds to act as such, shall make
oath or affirmation before the Clerk of the Circuit Court that
he will faithfully and impartially perform the duties required
of him as bailiff of said town, without favor or affection,
according to the best of his skill and judgment; and the said
bailiff shall have, within the corporate limits of the town of
Bel Air, all the power held and exercised by the constables
of this State; and the said bailiff shall give bond, to be ap-
proved by the county commissioners, as other constables, for
the faithful performance of his duty as constable; he shall
also execute a bond, with good and sufficient securities, to be
approved by a majority of the commissioners of said town,
in such penalty as they may require for the faithful perform-
ance of his duties as town bailiff, and for his accountability
to the town commissioners for all taxes, assessments, fines or
penalties collected by him; and he or his deputies shall have
power to arrest, without warrant, any person engaged in vio-
lating any of the. ordinances of the town or disturbing the
public peace, and shall, without unreasonable delay, take him
before some justice of the peace for trial.

121. The County Commissioners may, at their discretion,
levy annually upon the assessable property of the county, and
pay over, to the treasurer of said town the sum of one hundred
dollars, to aid in keeping the streets of said town, as part of
the public roads of the county, in good repair.

122. It shall be unlawful for any person at any time, to
shoot or otherwise kill or pursue with such intent, any of the
