from the date of the passage of the ordinance by said commis-
sioners.
114. The judges of election shall make returns of election
under the hands and seals of a majority of them, or under the
hand and seal of any of them, to be returned by themselves to
the clerk of the Circuit Court for Harford County, in like man-
ner as now provided by law in general elections throughout the
State; and said judges of election shall have access to the tax
books of the said town for the purpose of determining the quali-
fications of any voter whose right to vote is disputed, and it
shall be the duty of said clerk, as soon as may be after the re-
turns are made, to inform the commissioners so elected, and ad-
minister to them, separately, the following oath or affirmation:
"I............... make oath (or affirmation) on the Holy
Evangely of Almighty God, that I will faithfully and impar-
tially discharge the duties of Commissioner of Bel Air, to the
best of my ability, so help me God"; which shall be within
the test book for other officers in the custody of the said clerk,
and signed by said commissioners, which said oaths and sign-
ing shall be deemed their qualifications.
115. The commissioners of said town shall have full power
and authority to order and direct such other elections as may
be necessary under the provisions of this sub-title of this arti-
cle, to give notice thereof, to determine upon the number of
judges of such elections, who shall act and make their re-
turns as provided in the preceding section, appoint them, and
fix the place for opening the. polls, and the hours, they shall be
kept open, and to call such town meetings as they may deem
expedient from time to time.
116. If the inhabitants of said town shall at any time neg-
lect to make an election as directed in this sub-title of this
article, the power of electing commissioners shall not thereupon
cease, but shall continue as though such election had been held;
and the commissioners for the time being shall remain in -office
until such annual election shall be held.
117. All ordinances passed by the commissioners shall be
entered by the secretary; in a book, to be kept by him for that
purpose, which shall be open at all times to the inspection of
any person interested; and copies of all ordinances shall be
published in one newspaper of the town, or shall be put up
in the most public places in the town.
