Article 15 and any supplementary legislation enacted in con
formity therewith; and provided further that they shall have
the right through their appropriate authorities, the necessity
existing, to change the tax rate fixed by their respective char-
ters upon the property taxed to the extent of covering any loss
of revenue in case they may determine upon the exemption or
partial exemption of certain classes or sub-classes of property.

SEC. 2. And be it further enacted, That this Act shall take
effect from the first day of June, 1916.

Approved April 18th, 1916.

CHAPTER 657.

AN ACT to repeal Section 51 of Article 21 of the Code of
Public Local Laws of Maryland, title "Talbot County, " sub-
title "Easton, " as amended by Chapter 41 of the Acts of
the General Assembly of Maryland, passed at the January
session of 1908; and to re-enact same with, amendments.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 51 of Article 21, of the Code of Public Local
Laws of Maryland, title "Talbot County, " sub-title "Easton"
as amended by Chapter 41 of the Acts passed at the January
session of 1908, be and the same is hereby repealed and re-
enacted with amendments so as to read as follows:

SEC. 51. After the time has expired for presenting nomi-
nations the Town Clerk shall prepare the official ballots and
shall cause to be printed thereon in a single column without
device of any kind the names of the nominees for the respective
offices to he filled and he shall cause the names of the candi-
dates for the same office to be grouped together.

The official ballot shall be of opaque plain white paper and
of sufficient width and length to admit the names of all the
nominees and propositions to be voted for and the name of
any person not legally nominated shall not be counted. To
the right of each name on said ballot there shall be a square
space clearly denned by lines in which the voter may express
his choice at said election by making a cross with pen or pencil
in the following form X.

And whenever there shall be any question submitted to the
voters for their decision the said question shall be placed upon
