general and congressional elections throughout the State, and
all special days that may be appointed or recommended by the
Governor of this State, or the President of the United States,
as days of thanksgiving or fasting and prayer, or other relig-
ious observance, or for the general cessation of business, shall
be regarded as legal holidays, and shall be duly observed as
such, and shall for all purposes whatsoever as regards the pre-
senting for payment or acceptance and of the protesting and
giving notice of dishonor of bills of exchange, bank checks,
drafts and promissory notes, to be treated and considered as
the first day of the week, commonly called Sunday, and all
such bills, drafts, checks and notes presented for payment or
acceptance on these said days, shall be deemed to be presented
for acceptance or payment on the secular or business day next
succeeding such holiday.
SEC. 2. And be it enacted, That this Act shall take effect
from the first day of June, 1916.

CHAPTER 634.
AN ACT to appropriate a sum of money for the painting and
framing of the portrait of Phillips Lee Goldsborough, Ex-
Governor of Maryland, to be placed in the State House at
Annapolis in the State of Maryland.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the sum of Three Hundred and Fifty Dollars
be and the same is hereby appropriated to provide for the pay-
ment of a portrait of Phillips Lee Goldsborough, Ex-Governor
of Maryland, said portrait to be painted and properly framed
under the supervision of the Board of Public Works of the
State of Maryland, and placed in the Maryland State House.
SEC. 2. And be it enacted, That upon the completion of
the work of painting and framing such a portrait by the person
selected by the Board of Public Works, and to the satisfaction
of that body, the said Board of Public Works shall issue its
certificate to the Comptroller that the said work has been
completed by the person so selected, whereupon the Comptroller
shall issue his warrant upon the Treasurer in favor of the per-
son, so named, and the Treasurer is hereby directed to pay the
said sum of Three Hundred and Fifty Dollars,
