WHEREAS, The Taxpayers' Association of Anne Arundel
County by a resolution unanimously adopted on the 8th day
of February, 1916, has recommended the enactment of a law
by this General Assembly to require the obtaining from the
Board of County Commissioners of a permit for erecting any
building subject to taxation in said County, where the cost of
construction is over one hundred dollars ($100), "for the pur-
pose of placing in the County Commissioners office prompt
information of the construction of buildings that ought to be
on the tax books. "
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That hereafter no building or structure of 'any kind what-
soever, exceeding in value one hundred dollars ($100) shall be
erected or constructed in Anne Arundel County by any indi-
vidual, firm or private corporation without a permit in writing
shall be first obtained from the County Commissioners of said
County, signed by the President of the Board, and attested by
the clerk thereof; the applicant for such permit to. pay to the
County Commissioners the sum of twenty-five cents therefor.
SEC. 2. And be it further enacted, That any owner, agent,
builder or contractor who shall erect or undertake the erection
of a building or structure of any kind, other than public build-
ings, in said County without having obtained a permit as afore-
said, shall forfeit and pay to the County Commissioners for
Anne Arundel County a fine or penalty of twenty-five dollars
($25) said fine or penalty to be a lien on the building and to be
collected by the said County Commissioners in an action of
debt brought in their name before any justice of the peace of
said County or by proceedings in equity for the enforcement of
such lien.
SEC. 3. And be it further enacted, That this Act shall take
effect from and after the first day of June, 1916.
