sioners in extending and perfecting the system of water-works
of said town.

And, Whereas, the said issue of bonds hereinbefore pro-
vided for is to raise funds for the completion of the distribu-
tion system or mains of the water works heretofore installed
in said town in pursuance of Chapter 588 of the Acts of the
General Assembly passed at the Session of 1914, and incom-
plete through the lack of funds; and Whereas, it is essential
that said work be completed at the earliest possible date in
order to preserve the public health of said town of East New
Market.

SEC. 2. Be it further enacted, That this Act is hereby de-
clared to be an emergency law and necessary for the imme-
diate preservation of the public health, and shall take effect
from the date of its passage.

Approved March 21st, 1916.

CHAPTER 79.

AN ACT to extend and enlarge the powers of The Woodstock
College of Baltimore County, a corporation duly incor-
porated by the General Assembly of Maryland by the Act
of Eighteen Hundred and Sixty-seven, Chapter Three Hun-
dred and Sixty-nine, as amended by the Act of Eighteen
Hundred and Eighty-four, Chapter Sixty-three.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That The Woodstock College of Baltimore County
shall, in addition to the powers heretofore granted by the Acts
of Assembly hereinbefore mentioned, be capable in law to take,
receive and hold by purchase, sale, gift, lease, grant, devise,
bequest or legacy, or in any other manner in which title to prop-
erty is acquired, any property real, personal or mixed, without
limitation as to quantity or amount, except as may be herein-
after fixed by any Act of the Legislature of Maryland. Any
of said property or the proceeds therefrom or any income de-
rivable therefrom, may be used by said corporation for a house
of studies for young men intended for the ministry of the
Roman Catholic Church, and for a church or churches, or any
other religious purpose, and for schools and colleges, or any
other educational Purpose. Any of said property may be
