of the public, then the said Public Service Commission is hereby
empowered and authorized to refuse the granting of same. The
said Public Service Commission of Maryland is further em-
powered and authorized to make such rules and regulations as
it may deem necessary to govern the control and operation of
same, and enforce the same by such penalties or forfeitures as
it may prescribe, including the revocation of the permit granted
under the provisions of this Act.
SEC. 5. And be it further enacted, That every person own-
ing or operating any such motor vehicle in violation of any of
the provisions of this Act, or in violation of the rules and regu-
lations aforesaid of the Public Service Commission, shall be
deemed guilty of a misdemeanor and upon conviction subject
to a fine not less than five dollars ($5. 00) nor more than fifty
dollars ($50. 00) for the first offense, and a fine of not less than
ten dollars ($10. 00) nor more than one hundred dollars
($100. 00) for each additional offense or subsequent offenses.
SEC. 6. And be it further enacted, That all Acts or parts of
Acts inconsistent therewith, are hereby repealed to the extent
of said inconsistency, but that nothing herein shall be construed
to relieve any owner or operator of such motor vehicles as are
herein defined from any regulation otherwise imposed by law
or lawful authority.

SEC. 7. This Act shall be in force on and after July 1, 1916.

CHAPTER 611.
AN ACT to return to The Standard Brewery Company of Bal-
timore City a franchise tax inadvertently paid into the
Treasury of the State of Maryland.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the said The Standard Brewery Company of
Baltimore City be reimbursed in the sum of one hundred dol-
lars and seventy-one cents ($100. 71), being an amount paid in
error for the year 1915 as a franchise tax.
SEC. 2. And be it enacted, That the Comptroller of the State
be authorized and directed to draw his warrant on the State
Treasurer for the sum of one hundred dollars and seventy-one
