tives, or paid in to the Circuit Court, to the Clerk thereof, or
in case no damages shall be assessed, the confirmation of said
inquisition shall entitle the town to the estate, use and interest
in the same so valued for the purposes aforesaid as fully as
if the same had been conveyed by the owner or owners; and
the valuation, if not received from the town when tendered,
and the same may be paid in the Court, shall relieve the town
from further responsibility concerning the same.

SEC. 83K. And be it enacted, That the Commissioners shall
have full power to levy and collect taxes in the town not ex-
ceeding in any one year twenty cents on the hundred dollars
on the assessable property of the town and once in every two
years, they shall appoint an assessor, who shall, under oath,
assess and value the property in the town in the same manner
and with like authority as County assessors; provided, how-
ever, that the said assessable value for the purposes of taxation
shall not exceed the valuation placed upon said property for
State and County purposes and the assessor selected shall use
the said valuation in his work for the town; and provided,
further, that personal property situate beyond the boundaries
of the town, as in the case of vessel property afloat in the river
adjoining the town, shall be assessable the same as if said prop-
erty were ashore and actually within the limits of the town.
If any owner of property assessed shall feel aggrieved by the
assessment so made, appeal may be had to the Commissioners
who may make such deductions from the valuation of the said
property as they may deem reasonable and just.

SEC. 83L. And be it enacted, That from time to time, under
such conditions as they may by ordinances or resolutions direct,
the Commissioners may appoint such officers as they may deem
necessary to keep order in the town and to carry into effect the
ordinances thereof; or they may elect, annually, a town bailiff,
who shall be removable by said Commissioners for neglect of
duty or malfeasance in office, who shall be ex-officio collector of
the town tax, if the Commissioners so direct and shall, within
the town, have all the authority of a Constable of the County
but the Commissioners may select from their number, other
than the Mayor, a collector of town tax for the period of one
year or until his successor is elected and qualified.

SEC. 83M. And be it enacted, That the Bailiff, or one of
the Commissioners, so elected shall give a bond in some surety
company authorized to do business in Maryland, the premium
