head "State Penitentiary, " and all Sections, under said sub-
head, "State Penitentiary, " as the same now stand, be and
the same are hereby repealed.

SEC. 2. And be it further enacted, That in lieu of said sub-
heads "House of Correction" and "State Penitentiary, " and
all Sections under each of said sub-heads, thirty-five new Sec-
tions be and the same are hereby enacted, under a new sub-
head "The State Board of Prison Control, " to follow imme-
diately after Section 622 of Article 27 of the Annotated Code
of Maryland, title "Crimes and Punishments, " sub-title "III.
Places of Reformation and Punishment, " and to be known as
Sections 623 to 657, inclusive, and to read as follows:

623. The Governor, by and with the advice and consent of
the Senate, shall appoint a State Board of Prison Control, and
the said Board shall be known as "The State Board of Prison
Control. " The said State Board of Prison Control shall con-
sist of three members, who shall be appointed without regard
to political affiliation, who shall each be not less than thirty
years of age, and who shall each have been for four years next
preceding his appointment a resident and qualified voter of
the State of Maryland. The first appointments hereunder shall
be made by the Governor as soon as this Act becomes effective,
without the necessity of confirmation by the Senate, but subse-
quent appointments shall be by and with the advice and consent
of the Senate as aforesaid. One of said Board shall hold office
for two years from the beginning of the term of his office and
until his successor shall qualify; and one of said Board shall
hold office for four years from the beginning of his term of office
and until his successor shall qualify; and one of said Board
shall hold office for six years from the beginning of his term
of office and until his successor shall qualify.

The Governor, at the time of making and announcing the ap-
pointment of the said three members of the Board of Prison
Control, as well as in the commission issued by him to each of
them, shall designate which of said Board shall serve for the
term of two years and which shall serve for the term of four
years, and which shall serve for the term of six years, and also
which shall be Chairman of said Board. Upon the expiration
of each of said terms, the term of office of each member of said
Board shall be six years from the time of his appointment and
qualification, and until his successor shall qualify.
