SECTION 1. Be it enacted by the General Assembly of
Maryland, That no Justice of the Peace in Prince George's
County shall perform any duty of his office in civil cases until
the plaintiff or moving party shall first pay the fee provided by
law to said Justice of the Peace for said service; provided any
person desiring to bring a suit before any Justice of the Peace
of Prince George's County, who. may make oath in writing,
that he is unable to pay the costs provided for herein, and
has no property or assets upon which he can borrow the same,
then, and in that event the Justice shall make an order allow-
ing said suit to be filed without prepayment of costs as herein
provided.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1st, 1916.

CHAPTER 521.
AN ACT to transfer the powers and duties of the State Fire
Marshall to the State Insurance Commissioner; to abolish
the State Fire Marshall; to authorize the State Insurance
Commissioner to appoint an additional Deputy and clerical
assistance, and providing for their compensation; and to this
end to add three new sections to Article 23 of the Anno-
tated Code of Maryland, title "Corporations, " sub-title "In-
surance Department, " the same to follow immediately after
section 178 of said Article, and to be known as sections
178A, 178B and 178C.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That three new sections be and the same hereby are
added to Article 23 of the Annotated Code of Maryland, title
"Corporations, " sub-title "Insurance Department, " said new
sections to follow immediately after section 178 of said Article,
to be known respectively as sections 178A, 178B and 178C and
to read as follows:
178A. That upon the taking effect of this, act, all of the
powers and duties now exercised and performed by the State
Fire Marshall, his deputy or assistants, under and by virtue
of the provisions of sections 222 to 228, inclusive, of Article
23 of the Annotated Code of Maryland, title "Corporations, "
sub-title "Fire Marshall, " and all of the records, documents.
