CHAPTER 517.

AN ACT to authorize the County Commissioners of Cecil
County to provide for the permanent improvements of its
roads and highways; and, to that end, issue bonds to pro-
vide for the payment for said improvement; and also for
the appointment of an auxiliary board to co-operate and act
with the Board of County Commissioners in the perform-
ance of the said work.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the County Commissioners of Cecil County
are hereby authorized and required, immediately after the pas-
sage of this Act, in conjunction with an auxiliary board, here-
inafter provided for, to provide for the permanent improve-
ment of such of the public roads and highways in said County
as in their judgment shall be for the best interest of the County
and its citizens; provided however that the first $25, 000 or so
much thereof as may be necessary, accruing from the sale of
bonds as hereinafter provided, shall be applied to the com-
pletion of the road in the First Election District, now unfin-
ished and running from Cecilton to Warwick; and to the road
partially built but uncompleted which connects the State road
at Farmington with, the State road at Bay View; and to the
building of a permanent road from the end of the State road
near Miller's Corner to the village of Cowantown.

SEC. 2. Be it enacted, That for the purpose of the perma-
nent improvement of the public roads of Cecil County, the
County Commissioners of Cecil County are hereby author-
ized and directed to borrow, on the credit of said County, an
amount not exceeding the sum of one hundred thousand dol-
lars, and to issue coupon bonds thereof in sums of not less
than one hundred dollars nor more than one thousand dollars
each, to be signed by the president of the said Board of County
Commissioners, and countersigned by the County Treasurer
of said County, attested by the corporate seal of said County;
the said bonds to be separately noted and recorded in a book
to be kept for that purpose. Said bonds shall bear interest
at the rate of five per centum per annum, payable semi-annu-
ally on the first day of July and January in each year, and
shall be forever exempt from all taxation for county, mu-
nicipal and county school purposes, and shall have printed on
them a distinct reference to this Act, authorizing their issue.
