every year, and which any person interested may inspect with-
out charge, and if anyone shall feel aggrieved on account of
valuation or assessment of his property by the said assessor or
assessors he may appeal from such valuation to the said coun-
cil within four weeks from the return of said assessment, and
upon good cause being shown the said council may make an
alteration in said assessment which they may deem proper
and right and take from and add to the same; and for the
purpose of hearing and determining appeals provided for in
this section the said council shall give five days' previous no-
tice of the time and place of hearing such appeals by adver-
tisement to be posted in two public places in said town.
SEC. 11. And be it enacted, That the tax lists shall be pre-
pared by the clerk and delivered to the bailiff on or before the
first day of August in each year. The warrant shall be in sub-
stance as follows, to wit: "The Mayor and Council of Acci-
dent,............. Bailiff. You are hereby commanded to
proceed according to law to collect and pay over the taxes here-
inafter specified.
"Witness the corporate seal of the Mayor and Council of
Accident. By the Mayor and Clerk. Attest:............
Clerk............. Mayor. "
SEC. 12. And be it enacted, That it shall be the duty of
the Mayor of said town to see that the ordinances of said town
are duly and faithfully executed; he shall have general super-
vision of the town and shall from time to time report to the
council such matters as in his judgment require the attention
of the council. He shall have power to administer oaths and
to certify the same in all matters pertaining to said corpora-
tion, and for the purpose of hearing and determining all cases
to which the corporation may be a party he is hereby clothed
with all the powers of a Justice of the Peace except as to civil
cases, and may pass sentence and impose fines for all violation
of ordinances in the said corporation, or may imprison offend-
ers in the county jail, or may both fine and imprison offenders
against said ordinances. Provided that no ordinance shall be
passed imposing a fine for more than twenty-five dollars, or for
a term of imprisonment exceeding thirty days, and all fines
imposed shall be paid to the clerk of the town. During his
term he shall hold no other corporation office, nor shall he be
interested in any contract to which the corporation is a party.
The Mayor shall receive for his services a sum not exceeding
six dollars per annum, and the members of the council shall
