necessary to carry out and enforce said ordinances and orders,
and for that purpose shall have the authority in the collection
of said fines and penalties as are conferred on- said Board in
Sec. 135 of said sub-title; provided that no such fine shall ex-
ceed the sum of twenty-five dollars for each violation of said
ordinance or orders; when it may be practicable, it shall be the
duty of said Board to do new and general repair work by con-
tract made after public advertisement for proposals from the
lowest responsible bidders.

CHAPTER 71.

AN ACT to repeal and re-enact with amendments Sections 130,
130-A, 131 and 132 of Article 8 of the Code of Public Local
Laws, title "Cecil County," sub-title "Elkton," and to add
an additional Section to said Article under said title and sub-
title to follow Section 132-A, and to be designated 132-B, and

to repeal Chapter 683 of the Acts of General Assembly of
1912, and to repeal all Acts or parts of Acts of Assembly in-
consistent with this Act.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 130, 130-A, 131 and 132 of Article 8 of
the Code of Public Local Laws, title '' Cecil County,'' sub-title,
"Elkton," be and the same are hereby repealed and re-enacted
with amendments, and a new Section be and the same is hereby
added to said Article 8 under said title and sub-title to follow
Section 132-A, and to be designated as Section 132-B; all of
said Sections to read as follows:

SEC. 130. Said Board shall consist of five persons, a presi-
dent and four commissioners, who shall be citizens of the United
States, at least twenty-five years of age and bona fide residents
of said Town for at least two years preceding the date of their
election, and shall each in his own right, or in the right of his
wife, own real estate in the Town assessed at not less than
$600.00; and all male citizens of the United States above twenty-
one years of age who shall own property assessed in the limits of
the Town and shall have paid their tax, and duly registered as
hereinafter provided, and all male inhabitants of the Town
who are citizens of the United States above twenty-one years
of age who shall have bona fide resided in the Town two
years next preceding the election at which they shall offer to
