678 LAWS OF MARYLAND.

ernor upon cause shown, and some other Justice of the Peace of
Easton District may be selected by him to perform the duties
of the said Police Justice.

SEC. 2. And be it enacted, That all Acts, general or local,
inconsistent herewith are hereby repealed, so far as they may
conflict with this Act.

SEC. 3. And be it enacted, That this Act shall take effect
from and after the first Monday in May, 1914.

CHAPTER 426.

AN ACT to add a new Section to Article 19 of the Code of Public
General Laws (1912), title "Comptroller," sub-title "Super-
vision of Expenditures of Corporations Receiving Appropria-
tions from the State," to follow Section 42 and to be known
as Section 43, to further safeguard the State in the use of
money appropriated for the purchase of land and the erection
of buildings.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new Section be and the same is hereby added to
Article 19 of the Code of Public General Laws of Maryland
(1912), title "Comptroller," sub-title "Supervision of Ex-
penditures of Corporations Receiving Appropriations from the
State,'' to follow Section 42 and to be known as Section 43, the
same to read as follows:

SECTION 43. No appropriation to any association or incor-
porated institution maintained for industrial, educational, medi-
cal, humane, military or charitable purposes for the purchase
of land or the erection of buildings, the title to which is not
in the State of Maryland, shall be payable and the Comptroller
shall not draw his warrant for the payment of such appropria-
tion until such association or incorporated institution shall have
delivered to him a duly executed mortgage without interest,
which shall secure to the State a first lien upon said land or
building for a sum equal to the State appropriation, to be due
and payable at any time, the land or building to be purchased
or erected with such State appropriation shall be used for any
purpose other than that for which the money is appropriated.
