the election of two to the Town Council, and provided also that
on the first Monday in May every two years a Mayor shall be
elected, beginning with the election in May, 1914.

4. Elections shall be conducted by three judges appointed
by the Mayor and Council, and shall be held at some convenient
place to be designated by the Council; and the judges shall ap-
point a clerk of elections. The polls shall be opened at 12.00
M. and close at 7.00 P. M., when the ballots shall be carefully
counted, and on the result appearing, certificates of election
shall be granted by the judges to the Mayor and Council so
elected, and a report of the same shall be filed with the Mayor
and Council, who shall have the same recorded among the town
records.

5. The Council shall select some suitable public place and
designate same as their regular place of meeting and shall meet
therein the first Monday in June next succeeding their election,
and as often thereafter as may be necessary to discharge the
duties of their office; not less, however, than once in every
month.

6. The Mayor shall preside at all meetings, and shall call
such meetings from time to time as he may deem necessary;
but in the event of the absence of the Mayor at any meetings
the members of the Council present shall elect one of their
own number to preside during his absence, who shall for
the time being be clothed with all the powers and authority of
said Mayor. A majority of the Council shall constitute a
quorum for the transaction of business and the Council shall
pass rules and by-laws for their own government, while in
session.

7. Neglect or non-user shall not work a forfeiture of this
Charter.

8. The Council shall annually appoint a clerk, who shall keep
the minutes of its proceedings in a well bound book, which shall
be open to inspection of all persons interested therein; also a
treasurer, who shall receive and collect the taxes and other
moneys due the town, and shall keep and disburse the same in
the manner prescribed by the Council; also a bailiff and such
deputy bailiffs and other officers as may be deemed necessary to
carry out the provisions of this charter, or any ordinance passed
by the Council, and in their discretion may appoint the
same person to perform the duties of more than one office.
