476 LAWS OF MARYLAND.

signed by the Mayor, countersigned by the Treasurer, and at-
tested by the Clerk to the City Council, with the corporate seal
of the town of Laurel attached.

SEC. 4. And be it enacted, That the said Mayor and City
Council of Laurel is hereby empowered to do all acts and things
necessary to issue and sell said bonds, and to do all acts and
things necessary to be done in the building and construction
of the improvements and additions herein provided for, includ-
ing the right to condemn any land or premises needed for said
purposes, and to pass such ordinances in relation to the same
and for the protection of the same as may be deemed expedient
and necessary.

SEC. 5. And be it enacted, That this Act shall not be effective
until one or more or all of the propositions herein provided for
shall have been submitted to the qualified voters of the town of
Laurel, under the provisions of the Charter of said town, being
Chapter 695 of the Acts of 1912 of the General Assembly of
Maryland, and one or more of said propositions shall have been
ratified by a majority of the votes cast at any election, at which
the same may have been submitted, and the bonds herein pro-
vided to be issued shall only be issued for the purpose of carry-
ing out such proposition or propositions herein set forth which
shall have been submitted to the qualified voters of said town at
some general or special election held to enable the said voters
to decide by ballot whether or not they desire bonds issued for
the improvements herein contemplated, and for the other pur-
pose herein set forth.

SEC. 6. And be it enacted, That the said Mayor and City
Council of Laurel may submit any one or all of the proposi-
tions in this Act set forth to the qualified voters of said town at
any general or special election, in their discretion, or the same
shall be submitted to such vote upon the written request of not
less than one hundred qualified voters of said town; provided,
hoAvevcr, that the first election submitting the propositions here-
in set forth shall not be more than six weeks after the passage
of this Act, and thereafter no one or all of said propositions
shall be submitted to a vote more than one time in any year.

SEC. 7. And be it enacted, That should the said voters of said
town vote in favor of bonding the said town for sewers, the said
Mayor and City Council of Laurel shall build or construct, or
cause to be built or constructed, a sewer system for the collec-
tion, transmission and disposal of drainage and sewage from
