a treasurer and an attorney for the said town and allow them
such compensation for their services as they may deem neces-
sary. They shall also have power to appoint policemen and other
officers as they may deem necessary, and the said policemen
and Bailiff shall serve warrants and make arrests for violations
of the ordinances of said town and it shall be their duty to
preserve the peace and good order of the said town at all times,
and for these purposes the said Bailiff and policemen are hereby
vested with the same power and authority as constables of the
said County now have under the laws of this State, and they
shall receive such compensation as the said Commissioners shall
deem just and reasonable. The said officers so appointed, under
this Section, before entering upon the duties of their office shall
make oath before the said Commissioners that they will faith-
fully and impartially perform the duties required of them to
the best of their skill and judgment without favor, affectation
or prejudice, and the president, or acting president of the Com-
missioners, shall administer the said oath, and the said treasurer
in addition to the oath prescribed shall give bond in the sum
of two thousand dollars for the faithful performance of his
duties.

SEC. 8. And be it enacted, That the Commissioners shall
have power to pass all ordinances necessary for the good gov-
ernment of said town; to prevent, remove and abate nuisances or
obstructions in or upon the streets, highways, lanes or alleys,
drains or water courses or in or upon any lot or lots adjacent
thereto, and to provide for imposing a fine or fines upon any
person or persons causing or creating any such nuisance or ob-
struction ; to remove or cause to be removed houses or other struc-
tures that may be dangerous to persons passing along or over
any of the said highways of the said town; to make reasonable
regulations in regard to buildings to be erected in said town and
to grant building permits for the same; to extend streets, to open
alleys, to make and establish grades upon the streets and high-
ways of the said town; to cause the sidewalks and gutters along
the public streets and highways to be graded and paved, re-
paired or improved at the cost and expense of the abutting prop-
erty owners thereof, such paving and grading to be made eco-
nomically so as to minimize the expense thereof; to cause the
water courses and drains or sewers of said town to be kept in re-
pair and cleaned; to establish markets, and to regulate the hours
and limits thereof; to grant licenses for marketable commodities;
to license pool and billiard rooms, bowling alleys, shooting gal-
leries and the regulation of the hours thereof; to regulate and
