426 LAWS OF MARYLAND.

sum not less than Five Thousand Dollars, and thereupon, an
amount sufficient to pay the balance of said debt with the in-
terest thereon shall be levied by the Mayor and Council, and
the said bonds so issued shall be made to fall due, so as to be
payable as herein provided.

SEC. 7. And be it enacted, That said bonds, when signed by
the Mayor and attested by the clerk as directed by this Act,
shall be handed over to the Tax Collector of said town, who
shall receipt for the same, which receipt shall be filed and safe-
ly kept by the Clerk of the Mayor and Council, and the bond
of said Tax Collector shall be responsible for the safe keeping
of said bonds and the proceeds thereof. The Tax Collector
shall sell said bonds at public auction at not less than par at
such times and in such amounts as the Mayor and Council
shall order. He shall transfer and deliver the same to the pur-
chaser and receive the money therefor, and shall report under
oath to the Mayor and Council his proceedings in the premises,
with the name of the persons to whom said bonds have been
transferred, together with the amounts received by him from
said sales, and said money shall be credited on the books of the
Tax Collector to the Park Fund, and shall be paid out by him
for the purposes named in Sections 2 and 3 of this Act for
which it is received and in the manner provided.

SEC. 8. And be it enacted, That the said Mayor and Council
shall cause to be kept a careful register of the bonds so issued
and of the transfer thereof; and as the same are collected in
and paid off, they shall be canceled, and a record of the cancel-
lation by numbers, amounts and names of the last holders of
said bonds shall be made and entered upon the books in which
said bonds are registered.

SEC. 9. And be it enacted, That the said Mayor and Council
be and they are hereby authorized and empowered to levy an-
nually taxes upon the assessable property located in said town
to an amount sufficient to maintain the said Park.

SEC. 10. And be it further enacted, That the Mayor and
Council of Hagerstown shall not purchase any real estate to be
used for park purposes, nor issue any bonds under the provisions
of this Act, unless the said Mayor and Council shall first provide
by ordinance for said purchase, and the mode and manner of
payment therefor; and all ordinances for the purchase of real
estate, to be purchased and used for park purposes shall provide
for submitting the question of said purchase to the qualified
