406 LAWS OF MARYLAND.

SEC. 3. Be it further enacted, That the question whether said
loan shall be made shall be submitted to the qualified voters of
Baltimore County at a special election to be held in said County
on the third Tuesday in May, 1914, for which election there
shall be one polling place in each precinct of each of the fifteen
election districts of Baltimore County, and at such election all
the qualified voters of Baltimore County shall be entitled to
vote at the respective polling places in the precincts if they are
registered voters; the Board of Election Supervisors of Balti-
more County shall at least twenty days before said election
designate the location of said polling places- which shall not be
in any place where spirituous or fermented liquors are sold,
and shall give notice thereof by publishing a list of such poll-
ing places for two successive weeks in two newspapers of differ-
ent political faith in Baltimore County; the said Board of
Election Supervisors shall also appoint two judges and two
clerks of election for each polling place, who shall be residents
of and registered voters of the precinct in which said polling
place is located; the polls at the said election shall be kept open
from two o'clock P. M. until eight o'clock P. M., and the said
Supervisors of Election shall provide all necessary ballot boxes
and ballots, uniform in size, shape, weight and color, tally
sheets, poll books, registry books, blanks and stationery neces-
sary and proper for the conduct of said election, and for every
purpose incidental thereto, and shall so far as practical make
use of any ballot boxes, poll books, or other paraphernalia,
records, stationery or equipment now in their possession and
not in actual use for any purpose; and they shall place on the
ballot to be voted at such election the proposition or plan to
borrow upon the credit of Baltimore County by an issue of
serial coupon bonds not to exceed in amount five hundred thou-
sand dollars for the construction of new school buildings, ad-
ditions to school buildings, and purchase of property in and for
Baltimore County; and they shall provide on said ballot a
space in which shall be printed in uniform type the words "For
the School Loan," and another space in which shall be printed
in like form the words "Against the School Loan," and the
ballot shall be so arranged as to give the voter a clear and single
method of casting his vote either for or against the proposed
loan according to the election laws in force in Baltimore County;
at the close of the said polls the judges of election shall count
the ballots which have been cast and shall ascertain the num-
ber of votes cast "For the School Loan," and the number of
votes cast "Against the School Loan," and shall make out un-
