390 LAWS OF MARYLAND.

qualifications as those required of a Commissioner of Chester-
town, one of whom shall hold office for one year, one of whom
shall hold office for two years, and one of whom shall hold
office for three years, and until their successors are elected
and qualified, and the said duly qualified voters of Chester-
town, entitled to vote for Commissioners thereof, shall elect
by ballot on the fourth Monday in April, 1916, and,in each
year thereafter, at a regular election of a Commissioner of
Chestertown, one member of said Water Board, with the quali-
fications above named, who shall hold office for three years
and until his successor is elected and qualified, and the mem-
bers of the Water Board of Chestertown to be elected as afore-
said shall qualify in the same manner as do the Commissioners
of Chestertown, and said Water Board shall hold public meet-
ings in January and July of each year. Any vacancy in said
Water Board created by death, resignation or otherwise, shall
be filled for the unexpired term by the Commissioners of Ches-
tertown.

SEC. 2. And be it enacted, That at the next regular election
for Commissioner of Chestertown, to be held on the fourth Mon-
day in April, 1914, there shall be submitted to the qualified
voters of Chestertown, the question whether there shall be a
change in the duration of the terms of the members of the
Water Board to be elected at the election to be held on the
fourth Monday of April, 1915, and at such election the ballots
cast upon that question shall have the words "For a change in
terms of Water Board" or "Against a change in terms of
Water Board," thereon, and if the majority of the votes cast
upon said question shall be "For a change in terms of Water
Board," then this Act shall be effective and operative, but if
the majority of the votes cast be "Against a change in terms of
Water Board," then this Act shall be of no effect.

SEC. 3. And be it enacted, That this Act shall take effect
from the date of its passage.

AN ACT to provide for the issue of certificates of indebtedness of
the State of Maryland, to provide Six Million Six Hundred
Thousand Dollars ($6,600,000), to be used by the State Roads
Commission to construct and maintain the system of State
