containing sewer and water mains, and which said property
requires but one service, the abutting front feet shall be com-
puted for the purpose of the assessment and levy thereunder
as one-half of the total number of front feet bordering
on both streets, the said Mayor and Common Council may in
its discretion, apply to the payment of said bonds and coupons
any surplus left from the revenue derived from the charges
made for sewerage and water facilities after all operating and
maintenance expenses have been paid, the assessment and levy
herein provided being reduced accordingly. Said Mayor and
Common Council shall have full power to collect the special
sewer and water tax herein provided in the same manner as
the regular town taxes in said town of Mount Rainier are col-
lected; and when said tax is collected it shall be applied as
hereinbefore provided.

SEC. 8. And be it further enacted, That within ten days after
the election hereinafter directed, provided said election results
favorably to the issue of said bonds, the Mayor of said town,
with the advice and consent of the Common Council, shall ap-
point a '' Sewer and Water Commission'' consisting of four mem-
bers, one to be selected from each ward, and all to be qualified vot-
ers of said town, and serve without compensation. The duties of
said sewer and water commission shall be advisory solely; it
may examine all contracts and accounts in the establishment
and construction of said system; inquire into any manner or
thing incident to the establishment of said system, the bond sale
and the expenditure of the proceeds thereof; notice of any
meeting of the Mayor and Common Council shall be given, in
writing, to each member of said commission at least one day prior
to same. The terms of the Commissioners shall expire when
said system is installed and in working order.

SEC. 9. And be it further enacted, That a special election
shall be held in the said town of Mount Rainier on the third
Tuesday in April, 1914, said election to be held in the same
manner and under the same regulations, unless herein otherwise
provided, as municipal elections in said town are held, for the
purpose of submitting to the qualified voters in said town as
to whether the bonds herein authorized shall be issued; and
should the said question be determined in favor of said bond
issue at said special election, then, and in that event, the said
Mayor and Common Council are authorized, empowered and di-
rected to proceed with the issue and sale of said bonds as
hereinbefore provided. Should the said question be determined
