CHAPTER 217.
AN ACT appropriating the sum of Two Thousand Four Hundred
and Sixty-one Dollars and Sixty-six Cents ($2,461.66), out of
any moneys in the Treasury of the State of Maryland not
otherwise appropriated, to refund to the Board of County
School Commissioners of Kent County, being certain moneys
which should have been paid to the Board of County School
Commissioners of Kent County, and which were erroneously
paid to the Comptroller of the Treasury of the State of Mary-
land by the Clerks of the Circuit Court for Kent County, from
fees collected by the Clerks of the Circuit Court for Kent
County on account of tongers' licenses issued by them in the
years 1894-1895 to 1909-1910, inclusive.
WHEREAS, In accordance with the opinion of the Circuit Court
for Talbot County in the cause in said Court of the Board of
County School Commissioners of Talbot County vs. Frances C.
Wrightson, Clerk of the Circuit Court for Talbot County, con-
struing the Public Local Law, enacted in Chapter 314, Section
3 of the Acts of the General Assembly of Maryland of 1394;
the Public General Law, enacted in Chapter 380, Section 2 of the
Acts of the General Assembly of Maryland of 1894; the Public
Local Law, enacted in Chapter 165 of the Acts of the General
Assembly of Maryland of 1906; and the Public General Law,
enacted in Chapter 434, Section 2, of the Acts of the General
Assembly of Maryland of 1910; it appears that the Clerks of
the Circuit Court for Talbot County have paid in the years
1894-1895 to 1909-1910, certain moneys, which amounts were
certified to by the Comptroller of the Treasury of the State of
Maryland; and
WHEREAS, The said laws above referred to and the opinion
construing same apply with equal force to Kent County; and
WHEREAS, The General Assembly of Maryland by Chapter
591, of the Acts of the General Assembly of Maryland for the
year 1912, in pursuance of said opinion of the Court above
referred to, refunded to the Board of County School Commis-
sioners of Talbot County the sum of Four Thousand Nine Hun-
dred and Seventy-three Dollars and Nineteen Cents ($4,973.19);
and
WHEREAS, It appears that the Clerks of the Circuit Court for
Kent County have paid in the years 1894-1895 to 1909-1910, in-
clusive, certain moneys, which have been certified to by the
Comptroller of the Treasury of the State of Maryland, amount-
