tive Counties and Cities in which such property is located; and
where such respective railroad companies are subject to such
gross receipts tax for State purposes, their shares of stock and
real or personal property shall not be subject to taxation for
State purposes, and when such real or personal property of
such respective railroad companies is subject to County and
municipal taxation, their respective shares of stock shall not
be subject to County and municipal taxation, but the capital
stock and property of all other corporations which are subject
to a tax upon their gross receipts, other than railroad companies,
shall be valued, assessed and taxed for State, County and muni-
cipal purposes like the capital stock and property of other
corporations under this Article.

CHAPTER 198.

AN ACT to create and incorporate the Maryland State Univer-
sity, to provide for the affiliating therewith of other univer-
sities, colleges, academics, sehools, hospitals, laboratories or
similar bodies corporate, institutions and associations in this
State, to provide a method of government for said corpora-
tion, to empower said corporation to adopt by-laws, ordinances
and regulations for the direction of the affiliated institutions,
to authorize said body corporate to receive, hold, possess and
enjoy property or money, in trust or absolutely, and to grant
to said body corporate the customary rights and powers and
to impose upon it the usual obligations and duties of a univer-
sity.

WHEREAS, At divers times in the history of the State of
Maryland, there have been incorporated, either by the General
Assembly of Maryland or under the General Laws of the State
governing the formation of corporations, various universities,
colleges, seminaries, conservatories, institutes, professional and
technical schools, designed to offer opportunities to the youth of
this and other States to become educated in the liberal arts,
letters, music, sciences, professional and technical knowledge and
other branches of the higher education; and,

WHEREAS, These several institutions for the higher education
are not related to each other and to the public school of the
State in a consistent scheme whereby the highest standard of ex-
cellence and efficiency may be maintained for the advantage of
